well, in islamic law, the minimum number of witnesses is TWO witnesses so technically that could work, BUT, the walee (custodian, parents, legal guardian or friend) BOTH parties must also be present. Meaning they need at least two more persons; namely either their parents, or Trixie and someone from Sunburst’s side.
So in this case to skirt the rules a little and make it so that ONLY Spike and Twilight be present there, they can do this: File a paper to make Twilight the legal walee for Starlight and Spike the legal walee for Sunburst. That way Twilight and Spike can simultaneously both act as walee, and witnesses.
