Yes, the “Journal of the two sisters” also implied it. It said that the three tribes (unicorn, earth pony and pegasi) wanted an alicorn ruler because they all knew that alicorns bring harmony & unite the best aspects of the three tribes.
HOWEVER, how can two foals without cutie marks already brought harmony? The only answer is, that there are/have been more alicorns.
Flurry Heart could be a special case. The spell that caused Cadence to become an alicorn might have the side effect that her children will also become alicorns. Same for Twilight
My headcanon is that alicorns are similar to the “Slayer” or “Avatar”; there are x alicorns in each generation. As soon as one dies (for example by giving up their immortality), a new one will be born. That explains why Equestria only has 2 know alicorns.
To help the real alicorns, those who helped Equestria more than anyone else, are ascended to fake alicorns. Twilight by saving Equestria a few times, bringing Luna back, saving the Crystal Empire and solving Starswirl’s spell and Cadence by reforming a villain who controlled the second crystal heart (yes, it was a necklace and had limited power, but it still was part of the real crystal heart). Who knows how many ponies had been ascended to alicorns while Celestia was alone for 1000 years?
Those fake alicorns are bigger and stronger than other ponies but not immortal.
However, in my headcanon, there are 3 alicorns because only then we have true harmony: “Light, Dark, Twilight”, “Good, Evil, Neutral”, “Sun, Moon, Planet”, “Heaven, Hell, Mortal Realm”
So if there is a big decision to make, it takes three to decide and to avoid a draw. Once again, this is my headcanon so there is no point in arguing^^

Just because Celestia said “The birth of an alicorn is not something Equestria has ever seen” that doesn’t mean it’s out of question that Celestia and Luna are born alicorns. They were born before Equestria was founded.

Which also implies that there might have been born-alicorns before Celestia’s and Luna’s own births.
