Pegasus are VTOLs. We have seen them take off and land from a spot, hover and fly at high speed. So they have no stall speed. Real fighter aircraft can fly at low speeds by angling up, increasing thrust and lowering flaps and all the dangly bits. But, it’s a stunt, not a feature.
Same way you do in real life; by giving the cops equipment to make them faster than most would-be speeders. Enchantments, augments, or just highly-trained extremely-fast pegasi would do the trick. Just like how cop cars IRL are suped-up to be much faster than consumer-grade vehicles
Second, increasingly harsh consequences for those that don’t pull over, or worse, try to escape the cops
And… I’m sure the Equestrian ponies use their own measurement system :P might be some derivative of wingpower
How do you enforce speed limits in Equestria? More to the point, 20 KPH is so slow it’s even slower than active school zones! Also what was the speed limit outside Cloudsdale because if it’s anything like driving between towns in Australia, she could be doing 100 - 110 KPH and then to slow to a near stop without warning is insane!

Pegasi are able to move like hummingbirds, but with a lower flap speed thanks to magic.
It’s not 20 wingpower because none of them can reach that speed. They barely can reach 10 wingpower, the fastest ponies fly at 16.5.
