No, but free speech only applies up until you start to impede on other people’s rights. so saying “all of x should die” isn’t covered by freedom of speech because it’s overlapping their freedoms and rights to being alive, especially if you are talking about a religious group (because of both the right to live and freedom of religion) for example.
If I had to guess, this is what “hate speech” started as but eventually spiraled into what people use it as today.
It’s also a grey area as to where you start to actually impede on other people’s rights, which is why it’s often handled poorly imo.
