For the Telegram link, the sticker where she is drooling bottom row third on the right, it’s not there. That face/expression isn’t in the pack. Also for the Thumbs Up one, top row second to the right, the “OK!” isn’t there. It’s just her doing the Feather Up without the word next to it. I was really confused about it, hope you see this and end up fixing em. I love the sticker pack already though, it’s really cute

I still don’t think they make for very good friends, though. I don’t know, but Tree Hugger just doesn’t sound like the type of person that I would ever want someone as kind as Fluttershy to be associated with.
And, as I said before, cameos don’t count.
I believe there was a very good reason why Tree Hugger wasn’t given any more appearances outside of that one. Perhaps Hasbro believed that having a drug addict in the series would violate their ‘child friendly’ policies. Perhaps she just wasn’t an interesting enough character. Either way, while she did get cameo roles, she didn’t get any more speaking roles after her sole appearance.
As for why they’re friends, Tree Hugger is a calm person, which would appeal to the ball of anxiety that is Fluttershy. And they both ire and are fascinated by nature.

Honestly, even when you take the name out of the picture I still question why Fluttershy would want to befriend somepony like that. The character of Treehugger was largely inspired by hippie culture, and many bronies joked about how she might even be a drug addict. She never showed up again after the end of that episode, meaning she was never all that prevalent.
