The kanji in her eyes mean “sponsored by”. They, and underneath or after them, the names of the sponsors of the series, are shown at the start of every episode. There’s a running joke about the symbols covering characters’ eyes, like this:
Le Gainax Ending.
Until she cuts you into pieces with a sword and reveals she’s actually a demon, of course.
She wouldn’t look so innocent if Shepherd had drawn her as crazy Asuka from Evangelion, which is also Gainax.
