It tries to, but the UN is effectively powerless because it has no means of enforcing its decisions independent of its member-states. If its member-states choose to ignore a resolution, the UN can only ask other member-states to help enforce it, none of whom are obligated to do so.
This is because the UN was designed to be a voluntary association instead of a true world government.
