I don’t think those are mutually exclusive. Rule 63’s tag aliases all imply that it refers to changing a character’s gender, and gender and sex are not the same thing. Changing a character from a cis female to a trans male is, in fact, changing their gender from female to male.
I will not, however, police the tags. Figure that out yourselves.
