Personally I was thinking some Pegasi had poor judgement regarding what constitutes a good Heart’s Warming gift.
In the worst case Equestria may have to send food aid to offset the lost crops, with said Pegasus being sentenced to first haul said food, then take remedial Weather Engineering / Ecosystem Management classes.
I’d suspect Rainbow Dash, but she actually knows her crop-impact stuff. Maybe Lightning Dust attempting to reform and do a good deed, but getting the details all wrong…?
