I’d make the argument that it’s not so much healing magic doesn’t exist but maybe it can only be used in more special cases. This is pure speculation but I like to think things like wings and horns act like wands from Harry Potter in that they work to channel magic. Their basic appearance is not vital to how it works, but there may be something deep inside that is important to channel the magic. So just like Harry could not use his broken wand even though he himself was fine, Rainbow Dash or Tempest had trouble using their broken magical appendages even though they were physically okay. It is possible these things could just be fixed over time, like we see in “Read it no Weep”, were the damage is not permanent, or with a strong enough magical force like the Elder Wand in Harry Potter or how Tempest was promised the power of all 4 Princesses in the movie. But we don’t know for sure. But I would argue there are degrees of damage. The broken wing in “Read it and Weep” was able to heal naturally, and they DID have her in the hospital rather than just sending her home with orders for rest. So they very well might have had her on some kind of medicine, it just might not have been instant. But with Tempest’s horn being completely shorn off, it would have taken alicorn level magic to fix, which is far closer to what we’ve got here.

I know. I meant that if healing magic did exist, then Twilight would fix RD’s wing in an instant in Read It and Weep. And with the horrific injuries that Rainbow now has, she’d take her to the best magical healers in Equestria.

I mean in this case the wings aren’t just broken, they were completely torn off.
