The funny thing is that post Fallout 2, the citizens did form a government, and this was expanded in New Vegas… and then Bethesda nuked the NCR because they want Fallout to stay as a post-apocalyptic franchise, instead of a post-post-apocalyptic game.
Yeah - kind of ridiculous that in fallout the government didn’t immediately step up to restore order and rebuild civilisation despite the fact they were partly the cause of the Nuclear Armageddon, and even if the government wasn’t able to step up then surely the citizens would banned together into pacts to establish some sense of normality and fix up the place while they were at it, but you know what they say - war, war never changes…
My headcanon for that is there’s some Protectron in a trucker hat restocking everything every week or so, because it was never programmed with a failsafe for “literally the entire world got set on fire”.
