It’s possible that a show could have been made if the toy line itself sold better. Back then toys were made first then TV shows second, and they used the success of the toy line to fund TV shows. Due to G2 failing to sell enough units in the US (especially compared to G1), Hasbro simply must have decided that a TV show for it wasn’t worth the investment. Even if it did sell better in Europe, that still wasn’t enough to warrant funding for a television program.
As for the videogame, I assume that was made simply because Hasbro wasn’t directly funding it. Instead, they let a third party game developer use the G2 characters, backgrounds, and other story elements to make it.

Yeah it’s definitely the black sheep of MLP. The toy line didn’t last that long in North America, but went on for way longer in Europe, where there were exclusive ponies. It’s definitely odd there was never a show though

The toys that were after G1 but before G3. The G2 style was pretty different from the rest of MLP, with the ponies looking more like actual horses. There were some G2 magazines with things like activities and small comics. The biggest piece of G2 media is Friendship Gardens, a PC game where you take care of a pony and explore the titular gardens
