Man, I didn’t even know that book existed.
I even made a comic about Tempest being part of the Storm King’s attack on the Hippogriff Kingdom, which, in my case, happened maybe around a decade ago before the events of the movie (with characters such as Skystar and Silverstream being seen as children there, since an episode showed Silverstream being traumatized by the Storm King, meaning she was there when it happened). Which also gave some time for the Seaponies to form a new society under the sea and feel somehow comfortable about it. Otherwise, they’d probably still live in ruins or something.
If it helps, I don’t really follow the events of books or comics, as they often were completely overlooked, if not contredict, by the show. Only take them as suggestions at best. So whatever happened in that book, especially as it seems full of contradiction, seems irrelevant in the case of this particular chapter about Tempest.

But I thought Tempest is still at the Storm King’s Realm and would not return to Equestria until the events of the movie. Heck, even the movie prequel chapter book “The Stormy Road to Canterlot” has a few major discrepancies with the TV show and film: Before Tempest Shadow loses her horn as Fizzlepop Berrytwist, Princess Luna is already back from being possessed/manifested by Nightmare Moon after her thousand-year exile, Princess Cadance is in charge of the Crystal Empire, and Twilight Sparkle isn’t a princess yet, which should place the book’s events within Season 3. However, Tempest’s story is supposed to span several years, showing her growth from a young filly into an adult mare, and yet the characters seen in the movie (most egregiously fillies like Apple Bloom) have hardly aged a day within the same time frame. This could possibly mean that Fizzlepop Berrytwist losing her horn, leaving Equestria, and becoming a member of the Storm King’s army and renaming herself as “Tempest Shadow”, and the Storm King’s attack on the Hippogriff Kingdom could take place before not just the movie, but also the TV show itself. Not to mention that Princess Skystar stated that the Storm King conquer the Hippogriff Kingdom like a while ago.

But this scene take place after Canterlot Wedding. I don’t even think we saw Shining Armor yet since Canterlot Wedding. Or maybe Tempest is spying? I don’t know.

I thought Tempest run away from Equestria after the Ursa Minor attack and became the Storm King’s second-in-command and then many years later, Tempest return to Equestria to help the Storm King conquer the pony kingdom.
I wonder if Tempest is currently working for the Storm King in this AU, otherwise I don’t think we would have seen her right after king Sombra was defeated.
I’m also wondering what ever happened to Canterlot wedding as I don’t think we saw Chrysalis get defeated and I’m also curious where Twilight is as I don’t think we saw her that much in this story.
