Like atleast wrap her in a blanket and give her some hot chocolate and stuffed plushies she needs actual love and affection a child would receive from their parents but Cozy doesn’t have parents so she needs that even more.

Who cares about manipulation. Nothing about Cozy in that moment suggests she’s trying to manipulate them. How can they not tell when she’s being genuine or not and what do they have to be scared for. It’s not hard to show a scared child they care for her. Sorry but my first reaction when I see Cozy scared is telling someone to hold and hug her to soothe her. Let her know she’s safe.
