Nopony actually knows how any of that works with dragons. Dragons celebrate Sweet Centennial instead of Sweet Sixteen, but it’s not actually clear how their mental maturity lines up with age. Nevermind the fact alcohol and cigarettes are readily consumed by even dragon infants. It’s just one of the things Equestria wasn’t ready for when Twiggles put in the “friendship is the right of every creature” policy. Like how changelings get drunk from coffee instead of alcohol, like spiders XD
