While this could be “just an OC” as you put it, I believe OP would have had a better idea of whether that’s the case or not when they tagged it than you trash background pony, regardless of the stylistic choice of not giving her irises.
Also the green tinge under her eyes is the widely recognized artistic representation of someone feeling nauseous, which is also clearly stated in the tags, you dumb shit.
Nope, OC’s here have had that & Rarity doesn’t have anything green under her eyes. And this trash art doesn’t have any eye color either, so, could be just an OC at that. Being rude, could care less.
