The game will crash if you try attacking with it unless you leave out the WEAPON01.CIF file, but then you will only see it from the inventory screen. It replaces the staff.
(I actually never played Daggerfall before today.)
Looking at this, I never really thought anyone would make a mod for Daggerfall. Granted, a few do exist but I never thought that someone would make a mod for the game after the appearance of the twilight scepter.
