Eh, that’s more of a technicality than any real functional distinction. The organism and its casing are united throughout its lifetime, so for all intents and purposes, it is a single entity.
In any case, I’m not interested in quibbling over exact word definitions. Cyborg was the most appropriate one-word descriptor I could come up with to describe the type of being a Dalek is, and it seems I’m not alone. When people think of Daleks, it’s always encased Daleks - in the popular imagination, the two are inseparable.

But there natural bodies and the casing are not connected in any way, so not a cyborg as it’s a purely organic being inside a machine, a cyborg is made of both organic and artificial parts.

They spend their entire life in the casing - it essentially serves as their body. They can’t do much at all without it, as their natural body is just eless by itself.
