I seem to recall that he planned to smash them into the ground, hence all the bed flying, but Tai managed to free Leomon and Devimon got distracted. It struck me as less, “Let’s scatter them like an idiot,” and more, “And now you die…What?!”

Well, yeah, but then when Tai caught him he didn’t even bother trying to fight, instead dispelling his illusion and waking the Digi-Destined up. And then instead of just killing them when they were still unprepared to fight, he just split them up.
 
It’d make sense to split them up if he did try to fight them and started losing, but instead he just kind of does it for no reason.

Hang on, didn’t he try to murder them in their sleep?
 
And in Devimon’s defense, he was supposed to be the Big Bad (since they weren’t sure if they’d get any more than 13 episodes), and the Big Bad-types tend to let their minions do the dirty work until the final battle.

Devimon was kind of a boring villain, though. He really didn’t do much except sit on his ass at Infinity Mountain while his minions did the work. He didn’t even try to kill the Digi-Destined when he had the chance, he just split them up across the island.
Ah, Devimon. One of the few villains who took his defeat rather well. ittedly, I’m only familiar with the Japanese version, where he was all, “You fool, Angemon. You had to sacrifice yourself to defeat me. Outside File Island are Dark Digimon far stronger than me. How can you defeat them? You are all doomed.” evil laughter as he fades away
