I don’t know how well known DiC’s show is in Japan, so, I guess this incarnation counts as Rrrrrobotnik. However, if it exists, a Japanese dub would call him Eggman and his voice would be sillier. I’d imagine a lower pitched Buggy/Kefka. :3
