I think it’s the simplistic art style that doesn’t detail blemishes, wrinkles and other defects much at all, and thus reduces the effects of manface.

Those are his canon colours. Jotaro wears black in JoJo 14 and EoH, both proceed ASB, in which he wears blue. A colour change isn’t permanent, but it’s recurring through multiple sources. For like a year. XD
