The stallions would have to have their own sufferage movement. No reason the mares should do all the work.
(historically, of course, that is how things worked: initially a small subset of males had the right to vote, then due to a sufferage movement the right was extended to all males, and then a subsequent sufferage movement extended the vote to all adults. Look at the UK in the 1800’s and early 1900’s for an example).
They had to fight against the (female) monarchy, instead of the patriarchy.
