Sombra conquered a relatively small, easily toppled empire.
Honestly Ponyvile shouldn’t count with how often it gets targeted.

Id say one of the most succesful.
Tirek conquered all of equestria and defeated all the ponies.
King sombra conquered the crystal empire twice. (Counting the comics) and turned both celestia and Luna to stone.
And discord conquered all of ponyvile.
So I’d put crysalis as third or 4th most succesful villain. But no doubt, she’s AWSOME

She’s still the most successful, and she onl really went all out after capturing a city and cutting it off.
Still not the most profitable strategy but far better then the rest.
So, you have an army of shapeshifters. Clearly the most obvious choice is to treat them like a regular army and take kingdoms by force instead of taking it from the inside with said shapeshifters. But that takes an actual brain.

Yeah… Not one of the smartest mlp villains, but still pretty evil
