Derpy and Rainbow Dash are both right. Its just that Rainbow Dash has not been granted area or license to be on a road that allows her speeds. Thus showing the violation of freedoms Government and State has against innocent people.
The person driving a vehicle is driving a high speed projectile. Using vehicles or abilities near other people means that you are liable if you mistakenly break the Non Aggression Principle and thus when the accident does occur, you are subject to the penalties to the degree you broke the contract. If the road is land owned by another you are subject to the contracts upon said Road unless you can provide license proving you are not subject to its laws. If a contract violates N.A.P it is null and void. Driving directly near others is threat of force to the degree of the weapons damage. The same as shooting a gun at someone’s direction.

Hey man, there really isn’t a positive incentive that can be enforced. And the negative of speeding being unsafe isn’t very effective to the population anymore.

People living in western countries have it easier, you actually have rights. Believe me, people in eastern European countries don’t. In places like that, you can’t even record them with a phone. It’s like a prison and they are your prison wardens.
Consider yourself lucky to be able to question or argue a policeman and not be arrested for it, on principal.

The point still stands, though. Just because an action didn’t lead to something catastrophic in one particular instance doesn’t mean that action has no associated risks whatsoever. It’s a well established fact that driving at high speeds is far more dangerous than driving at a lower speed.
Personally, I think that if we want to drive at Autobahn speeds in the US, then everything needs to be held to a higher standard. Cars need better brakes and suspension, highways need to be very well maintained and with clear signage and road markings, and every driver needs 45 hours of mandatory driver training, including skid recovery and other advanced maneuvers.
