It depends. It’s not supposed to be the job of the President. It should be entirely left up to the person or the state of residence at the very most. Problem is everyone wants it government federalized because #muhfreeshit so it falls under the President’s power.
People haven’t figured out, the more they want the government to pay for their stuff, the less control they have because they then forfeit any choice to the government who is paying for it.
