The same thing she said to Rarity; Pinkie was just repeating what she heard. (They said it to her because she was wearing some ridiculous costume at the time.)

Okay, I looked up what negging is (even then I only barely understand what it is…), and I still feel I’m not getting the whole picture here.
Like, what exactly were they saying to Pinkie? What exactly did she assume was a meme? What is the full sentence that Rarity didn’t finish? (“You thought they were joking” or something?)

They are making a reference to an event not shown “on screen”. I just gave enough info for the joke to work.
