it’s funny, because aside from the theme song, twilight is never seen alone in the balloon. it could be pinkie pie’s balloon! that’d make more sense because balloon, and also pinkie was riding in it alone at the running of the leaves. but cherry berry’s been seen riding in it alone, watching over it from the ground where she’s clearly managing who rides in it, and she’s the only earth pony besides pinkie pie to make use of flying contraptions.
Also the 2nd season’s first two episodes, and the “Sonic Rainboom” episode in the first season, but yeah, there’s no evidence of ownership.
…I wonder what was up with Cherry Berry when she was discorded. Did Twi actually steal her balloon to chase the discorded-RD, or if CB has lent the balloon willingly.

what, you mean the theme song? that doesn’t count. twilight never owned that balloon.

:P Cherry Berry was seen with that balloon later than Twi was.
So for some time, canonically, it was Twilight’s (since nopony else was seen flying it).
