Considering the arguments that others have made for Sombra as chaotic evil and lawful evil, I’d propose a compromise and put him in neutral evil. Then, Tirek as chaotic evil, per lyghtcrye’s proposal, and Nightmare Moon as lawful (evidence: her alternate timeline kingdom seemed well-organized enough).

Lawful Evil can and can’t work. There’s on and off sections to the definition of it that contradict to what Sombra is, for example:
“He is comfortable in a hierarchy and would like to rule, but is willing to serve.”
But there’s many parts to lawful evil that fits him perfect, so I can see why he fits in that section, but also has many traits that he fits in the “Chaotic Evil” as well. It’s a mix of both
Sombra is exactly lawful evil. He demands obedience and order, and doesn’t care about the suffering it causes, so long as it helps maintain his regimented status quo. But then, the same is true of NMM. Tirek is really the best option for chaotic evil. He doesn’t try to build an empire, he just says fuck it, and tries to burn it all down.
Yeah wouldn’t be be chaotic evil? Considering he tortures ponies, mind-slaves them and potentially could have started a War using the slaves! That’s pretty sadistic if you ask me
