Well it has not had a new part yet, but there are to prior events in the description. The nutshell, however, is that Queen Novo’s daughter Skystar fell in love and ran off with Capper. So, the queen decided to bring her pirate hunting persona out of retirement to track them down.

A crew that hunts down /only/ pirates would not be pirates themselves. Unless they commit robbing, murder and other hideous crimes (even then, if Celestia is a key crew member, that would made them privateers at worse)
