Yes she is, it was part of the deal when Windy Whistles & Bow Hothoof adopted her on the request of Rainbow Dash, they told Rainbow Dash that if they were going to adopt Scootaloo they wanted to start with her from the very begining & making Scootaloo a diaper model gave them the huge perk of 10 years of free diapers.
