On the cheek? Maybe. Kisses on the cheek can be platonic or familial.
On the lips? Yeah, kinda. Lip locking is usually reserved for romantic and sexual relationships. (There are exceptions given differences in cultures but for the most part, kisses on the mouth is rarely done platonically.)
