Friedrich Krupp AG was the primary heavy arms manufacturer for during The Great War, and built most of their artillery and submarines.
I think that the three words are to be taken separately, so:
Kaiser = Emperor
Krupp = Friedrich Krupp AG, the largest company in Europe at the beginning of the 20th century.On this context, it may mean industry.
Kultur = “Culture” in German.

Krupp is a big German corporation that makes steel and stuff, and made cannons for the Kaiser.
I think it’s also meant as “Kaiser, Krupp (work), Kultur”.
