They do in cartoons.
the problem with that is, not since BATMAN in the nineties have they used grappling hooks from the hip. No i Batman using a firing a grappling hook and then hooking it to his belt to ascend.  
I am still going with Shingeki no Kyojin, unless someone find a better refrence..

I’d say that the device is there because it’s supposed to invoke images of a tool belt, and this entire scene is a genius “all tools belong to the tool belt no matter their purpose” joke from the animators/writers deserving applause, but that’s silly.

Well, firing said grappling hook from the hip like she’s doing isn’t really that common. It’s usually done by a handheld device, more than likely resembling a hairdryer.
A girl in a stereotypical spy suit fires a stereotypical grappling hook and propels herself upward in a comical way in order to gain altitude advantage.
Batman. It’s the goshdarned Batman! With some Catwoman thrown in.
