After both the original Hoxton and the second one (who was the brother of Dallas) were in the same game, the second one’s code name was changed to “Houston” to avoid confusion, both in universe and out.

Believe me, I wanted to do Twilight as Dallas, but I already had the RD stuff and I didn’t have time to get Twilight stuff together. As for Pinkie and AJ, that would be more fitting, but we had different thoughts at the time.
RD doesn’t really scream ‘Mastermind’ to me, and Id figure Chains and Wolf would be swapped (given Ponks is more keen to using wacky gadgets, and AJ is the heavy hitter)

Actually, this was Hoxton before he was arrested and replaced by Houston.
