Possibly? My understanding is that Derpibooru is not strictly Tag What You See, e.g. if the artist provides information that supplements or contradicts the picture, detailed here. Relevant subsection (emphasis added):
Tags should describe the “facts” of an image, like the characters, their relationships, events happening, and the image’s composition. When these are in dispute (such as whether an image is shipping), the artist’s intent takes precedence.
I guess it depends on whether or not you count the artist’s tagging as ‘intent’. They might’ve just made a mistake, and there’s no source to clear it up.

On which versions on windows? I’m not sure for Vista and below, but for 7 and up, it really does uninstall it (and saves about 300MB of disk space.) It’s not a terribly useful thing to do, but you can do it! I think. Unless I’m wrong on the internet again.

  1. Go to control  
  2. Search for “features”  
  3. Click “turn windows features on or off”  
  4. Disable internet explorer  
  5. Explore the rest of the menu (seriously, there’s lots of cool stuff you can do here)  
  6. Click “OK”  
  7. Wait  
  8. Restart your computer (since you’re restarting anyway, you might as well install any updates you’ve been putting off)  
  9. Internet explorer is now uninstalled
