I’d say she definitely qualifies as a positive spin on white-black. She will protect the society she leads, but is willing to go to any lengths to do so. You know, like Teysa Karlov or Sunset Shimmer.
Luna isn’t really a black character. Black represents amorality and selfishness. She’s really more of a white blue character due to her wisdom and desire to help others.
Not liking that quest level 10 ability as written. If I’m reading the rules right, it only works while Luna is exiled (since it expects to move her from exile), which I’m guessing isn’t the intended functionality. You may need to separate it into two abilities, one to bring Luna back and one to bring other creature cards back, but you’re already short on text box space as is. Probably gonna have to pull out the tiny font for this one.

Yeah, but they banned half the cards from Urza block. Not the best example of Wizards’ preferred power level.
Have you ever looked at the cards from Urza block? Things aren’t nearly as powerful as they were.
