The ‘mistake’ on the guard’s part makes it seem like at the very least, the guards have to be ‘in on’ it; If they wanted to mess with him in the usual sibling-esque way I see military mess with each other, and knew about the initial incident (such as from being told by Twilight), I could see them deciding to ‘accidentally’ give the wrong one first under the guise of it being a simple mistake.
Otherwise Twilight or Celestia would have to explicitly order them to lie, which seems unlikely.
At least in Spike’s case he had an excuse for not giving the right letter first: He was heading over, presumably to deliver it, and then burped out a new letter right in front of Twilight.
It’s not really his fault Twilight read the new one without first asking why he was running over, though he could have stopped her if he’d thought about it.
The guard’s just unprofessional - the equivalent would be more like a guard heads over with the right first letter, then someone else runs past with the second letter before the first one delivers his.
