If the artist doesn’t want their work distributed then they shouldn’t have put it on a platform (internet) that makes it so easy to distribute.
If you credit the artist and have a link to the original work that’s always considerate.
WHAT IS ACTUALLY ART THEFT:
-Claiming someone else’s art is your own (in the animation industry this gets you blacklisted)
-Making money with someone else’s art
When it comes to using someone else character, it really boils down to who has the copyrights to the character (and that is IF someone actually paid to have character copyrighted). Any legal dispute that happens after mostly boils down to “who has the most money to defend copyright.”

edit: That being said, an artist can always issue take down orders on this site like i have done before. (I then didn’t post that gif of the walkcycle again cause people wanted to steal it)
