I just made a new to change my name, but I can’t find the settings for spoiler type. My old lets me click a spoiled thumbnail to show the actual thumb, but the new just takes me directly to the full page. Hovering options are worse than useless, since I browse exclusively on mobile. Where is this setting, now? I a few years ago it was easy to find.

There is a drop-down menu on the right-hand side of the top bar (just to the left of your profile icon).
From the sound of it, you have it currently set to ‘static’; changing it to ‘click’ will provide the behaviour you expect.

I don’t actually see that. The only dropdown box is the Filter selection box that only lists my customized filter, Default, and filter history. The icon is also a dropdown listing the usual shortcuts, none of which have any static/click options when I check them.
I’m not using any sort of site modification, on Chrome 63.0.3239.111 for Android. Forcing the Desktop agent doesn’t appear to change anything.

Oh, that’d probably be it. The dropdown menu only appears if your browser window is big enough. If it’s too small, which is likely going to be the case on a phone screen, it won’t show up.
…Is there even any way to change it outside of that dropdown menu? If not, that seems like a fairly major oversight to me.

I’m guessing the responsiveness of the design considers that under a certain screen width you will be on mobile devices, which implies touch, so that dropdown didn’t seem useful (since it has options that are useless in touch).
Waiting for a dev to respond on the responsive side, what you could do for now is to simply unzoom your screen until the window is wide enough to let that option appear. That should work.
