Yup, and considering that the story establishes that masters must abuse, rape, beat, degrade, and dehumanize their mares, under the threat of being turned into mares themselves if they don’t. A large part of the conflict of the story is that Mac has to do horrible things to the mares - including his own sister - or risk getting turned into a mare himself.
So yeah, abuse and torture are government-mandated. This poor zebra’s hopes for a kind master are pretty much nonexistent.
