Raising the sun and moon was only ever a small part of Celestia and Luna’s “burden” (it literally takes just a few seconds out of their day to do), so I don’t see how putting their power in a artifact diminishes them, considering its well established that their power can work regardless of what it is inhabiting (provided the object or being is able to use it).
Further, you may be overstating the amount of power needed over the “type” of power needed. Yes, it was a serious strain back when unicorns did it. However, Journal of the Two Sisters states (and Horse Play implies) that it’s their special talent (i.e. their Cutie Marks and thus their magic) that allows Celestia and Luna to do it so easily, not simply because they themselves are very powerful. Considering that, and how it clearly only takes a bit of power for them to raise the sun and moon (again, they do it in a few seconds with no strain) it makes sense that they could grant an artifact the same ability by placing only a fraction of their magic in it.

Most likely he just woke up unsure what had happened, since as I recall Tirek drained him unconscious. Its not unusual to lose a bit of memory when you lose consciousness.
