Making a joke about stereotypes and assumptions doesn’t take a genius. It’s not even commentary, it’s about playing with expectations.  
Playing with expectations is what they teach you in traditional animation (and visual storytelling as a whole), so you’d think Anon would be familiar with it.

Like someone somewhere already said, an I’m paraphrasing here:  
The punchline is you, for inserting your meanings into the picture based on stereotypes.  
Yes, it’s designed to make you assume it’s about slavery and be “monstrous behavior” because it plays into the stereotypes intentionally, whereas if you step back for a second and consider the picture outside those stereotypes there is nothing suggesting that zebras are there against their will.  
That’s the joke. You asg slavery and racism to the picture is the joke.
